My wife and I arrived in Rio Dec 2 on Continental, along with 3 other planes from the US. There were a lot of foreigners to have their passports processed by immigration - obviously. The line for Brazilian citizens moved quickly and soon only a few remained to be admitted while there were still lots of foreigners waiting. A man asked an official why the line for foreigners had so few funcionaries processing them. The official clearly and loudly replied that Brazilians have preference. That's one very good reason why so few foreign tourists visit Brazil. If you are treated like a second-class person at the moment you arrive, it's quite possible you will feel less than welcome. I know Brazil and I know many Brazilians - they are a welcoming and friendly people. Why do government officials feel the need to denigrate and demean foreign visitors?

Among other reasons, Brazilian lawyers are reacting to the lack of reciprocal treatment by the countries from where these foreign lawyers and firms come from. In many States of the USA, for example, a foreign lawyer or firm is forbidden to practice Law and hire US lawyers. From this perspective, why should Brazilian lawyers agree that US lawyers could practice in Brazil? In many other countries the treatment is the same.

By the way, Brazilian law requires that lawyers be admitted to practice by the Brazilian Bar Association, regardless of their nationality. Therefore, this is not a question or being a Brazilian or a foreigner. This is a Law that was enacted back in 1964, a time in which nobody could guess that this problem with foreign lawyers would ever exist.

There are many good lawyers and firms in Brazil. Foreigners only need to know how to find them. A clue: Embassies, Consulates and bi-lateral Chambers of Commerce usually have lists of reputable law firms and lawyers and their respective areas of expertise. If you still cannot find any, talk to me. Maybe I can help. José Paulo Pequeno, a Brazilian lawyer.
